Welcome to the Hempstead County Circuit Clerk's Office.


The administrative duties of the Circuit Clerk are to maintain a record of all proceedings of the civil, criminal, domestic relations, and juvenile courts; to prepare the dockets for these courts; to issue summonses, subpoenas, writs, and warrants related to each case; and to attend all court sessions.

 

The Circuit Clerk is also the ex-officio county recorder and is responsible for recording deeds, mortgages, releases, powers of attorney, performance bonds, public official bonds, liens, surety bonds, and many other orders and instruments which involve property within the county (ACA 14-15-402). Other duties include, but are not limited to, sending notices to jurors and managing jury duty, swearing in notaries, mailing child support payments, and recording veterans' discharges. Additionally, the office prepares reports for the Administrative Office of  the Courts.

Currently, land records dating back to 2009 have been imaged and indexed. Documents from 1990 - present will be added within the next few weeks.

 

Child Support payments for private pay cases are mailed from this office. Child support payments that are garnished from wages must go through the Child Support Clearinghouse in Little Rock, Arkansas. The phone number for the Clearinghouse is 1-866-428-8382.  The number for OCSE in Hope, Arkansas, is 870-777-8400.

 

Legal Documents should be prepared according to Arkansas statutes when they are delivered to this office to be recorded (see fee list). No one in this office can act as a legal advisor, and we do not have forms to open court cases. Certain forms are available at Legal Aid of Arkansas' website arlegalservices.org
